About Family Crisis Aid

The Family Crisis Aid (FCA) Programme provides timely and targeted assistance to families facing acute financial hardship caused by unforeseen circumstances.

Designed as a short-term intervention, FCA serves as a temporary bridge while families work with social workers and community partners to access longer-term support and stabilise their circumstances.

We strengthen collaboration with partner agencies through clear referral and accountability mechanisms.

Through this programme, we seek to ensure that vulnerable households continue to have access to essential food and household necessities during times of crisis.

Who the Programme Supports

The programme supports households experiencing a sudden and unforeseen crisis that significantly affects their ability to meet essential food needs.

Examples of crisis situations include, but are not limited to:

  • Sudden job loss or significant reduction in income within the past six months, particularly where the sole breadwinner is affected.
  • Death or serious illness of an immediate family member within the past six months, especially the sole breadwinner.
  • Family breakdown resulting in abrupt financial hardship.
  • Other unforeseen events such as medical emergencies, incarceration, fire, flood, or similar circumstances that affect the household’s ability to provide for basic needs.

Priority is given to households with school-going children, persons with disabilities or special needs, elderly family members, and other dependents residing in the household.

Applicants will be assessed based on the following considerations:

  • Crisis-Based Need
The household must be experiencing a verifiable crisis within the past six months that has directly impacted its ability to afford food and other essential household necessities.
  • Household Income
The household’s Per Capita Income (PCI) must be below $1,000. Priority consideration will be given to households with a PCI below $500.
  • Limited Access to Alternative Support
The household should have limited or delayed access to other forms of assistance, including government schemes, family support, or support from other agencies.
  • Agency Referral
Applications must be submitted or endorsed by a recognised Social Worker, Case Worker, or Partner Agency.
  • Time-Limited Assistance
The Family Crisis Aid Programme is intended as a short-term intervention. Assistance is generally provided on a one-off or time-bound basis, with repeat applications subject to additional review.

Frequently Asked Questions

The FCA Programme provides grocery vouchers for food and essential household items. The assistance provided will depend on each family’s needs and assessment outcomes.

The programme is intended for families residing in Singapore who are experiencing financial hardship due to recent, unforeseen circumstances such as:

  • Sudden loss of income
  • Serious illness or hospitalization
  • Death of a family member or sole breadwinner
  • Family Breakdown

Eligibility will be assessed on a case-by-case basis.

Applicants have to be referred by social service agencies, or community partners. This is to ensure that aside from the support received from FCA, the applicant is also working towards mid- to longer-term support with a primary agency.
